- ➤ Spokane kids of various ages entered art in the annual Valentine’s Day coloring contest, with winners including 3-year-olds Ophelia Egly and Hannah Mathison and 11-year-old Ariana Christmann. - ➤ On Feb. 3, the Northwest Power and Conservation Council held a public hearing in Spokane to review its draft Columbia River Basin Fish and Wildlife Program, which calls for increased spill at four lower Snake River dams plus habitat restoration to improve salmon runs, and public comments are accepted online until March 2. - ➤ State lawmakers advanced a bill Monday to provide community college students with free or reduced public transit fares by establishing a $324,000 annual grant program through the state Department of Transportation & aiming to ease access for nearly 23,000 students including those in Spokane.
