- ➤ On August 31 at 11:30 a.m., Spokane police arrested 31-year-old Carlos Barrios after a SWAT standoff at a home near Wedgewood Avenue and Wiscomb Street in North Spokane—he locked himself in the basement following a domestic violence call and was booked on charges including first-degree kidnapping, second-degree domestic violence, residential burglary and violating an order of protection while receiving treatment for chemical exposure.
